Rules and Regulations
The District Rules are written with the knowledge that the Texas Legislature has given the powers of a River Authority, Groundwater Conservation District, and a Water Conservation and Improvement District as outlined in the Texas Constitution, Article XVI, Section 59. The District Rules recognize that the State of Texas has charged the District with preserving and protecting the surface waters, groundwaters, and the natural resources within its jurisdiction.
